Born June 15, 1910 in Nagasaki Prefecture, Kitagawa Seizan (Kitagawa Toshio) studied Tozan-ryū shakuhachi under Takayama Reizan and Takei Banzan. He started teaching in 1971. He was Vice-president of the Tozan-ryu Saga Prefecture branch. He was active in the shakuhachi world for more than 40 years.
