Shiragami Yōzan (Shiragami Etsuo) was born June 7, 1909 in Kurashiki City. He studied Tozan-ryū shakuhachi under Nagano Kikushū and Katō Seizan. He began teaching in 1934. During his more than 40-year career he was a member of the Okayama branch of the Tozan-ryū Shakuhachi Gaku-kai and President of the Kurashiki Dōkō-kai and Tozan-ryū Chidori-kai.
