Born February 20, 1910 in Fukushima Prefecture, Ōtsuki Baiken (Ōtsuki Yasuyuki) studied Kinko-ryū shakuhachi under Ozawa Shakuun, Ichihara Takudō, Watanabe Kōfū, Jin Nyodo, and Nawa Keidō. He started teaching in 1950. He was the second president of the Chiku-in-kai, vice president of the Yayoi-kai, and a member of the Seifū-kai.
